    The Atlas Monetary International Trust will develop the former Roosevelt Roads Naval Facility in Ceiba, Puerto Rico into a viable commercial property consisting of private manufacturing of solar panels and aluminum pallets, gold and silver storage, photovoltaic power plants, desalination facilities, fertilizer distribution centers, a commercial airport, a commercial shipping center, employee housing, hotels, entertainment facilities and a computer-based corporate administration operation. The manufacturing will include but not limited to solar panel systems, aluminum pallets, clothing, electric automobiles, the electric pump, the solar train, the solar light post and short haul aircraft, just to name a few. Aircraft will be refurbished and painted through Atlas Avionics, a subsidiary company under license with the Atlas Monetary International Trust.

    Our Roosevelt Roads Development Corporation will renovate and refurbish most of the existing facilities on the existing site, including over 1,700 buildings, an airfield with an 11,000 foot runway and multiple docks; all located on 9,000 acres of land and roadways. It will also build modern new facilities to support its diversified business needs, in order to make the development a model facility in Puerto Rico, functioning as a ‘green environment’ operation for the entire area. These features will facilitate Roosevelt Roads Development becoming a central clearinghouse for reclaimed and new aluminum material, bonded storage for precious metals including gold, silver and platinum from around the world, as well as evolving into the leading producer of solar electric power plants for global distribution. This will contribute to the creation of the world’s largest bank deposits in Puerto Rico’s banks, making Puerto Rico a major player in international business, and will help make the City of Ceiba a thriving center of economic vitality in Puerto Rico, tremendously benefiting the local economy.

     

     


    Initially, development at Roosevelt Roads Naval Station by Atlas Monetary International Trust will be implemented and deployed through five corporate entities which are under contract with Atlas Monetary International Trust and/or contain Officers and Directors who are also Trustees of Atlas Monetary International Trust and/or Officers and Directors of Atlas Holdings Corporation of Puerto Rico.

    The five companies will be the instrumentality by which 1,838 jobs will be initially created in Puerto Rico, expanding to 3,101 jobs within 18 months; which in turn will bring vitality and restored infrastructure to the area which has not been seen since the closure of the Roosevelt Roads Naval Station three years ago. The five corporate entities are:

    Atlas Avionics is an Aviation-Related Profit Center which shall be located at the Airport of Roosevelt Roads Naval Station.

    An “Aviation-Related Profit Center” is a business engaged in light and heavy airframe maintenance, interior and exterior refurbishment and painting, avionics upgrades, repair, recertification, as well as engine overhaul capabilities.

    After an intensive study and cost analysis, the following is a breakdown of the jobs which shall be created through Atlas Avionics, showing an employee count at the start of the deployment as well as after twelve months of operation:

    Ground Electric Corporation is an innovative manufacturer of solar panels which includes gallium arsenide research and development, substrate mounting research and investigations, laboratory chemical testing, bill of materials development and implementation, product miniaturization research and investigations along with overall manufacturing processes for solar panel production.

    The following is a breakdown of the jobs which shall be created through Ground Electric Company, showing an employee count at the start of the deployment as well as after eighteen months of operation:

    The third initiative is the manufacturing of Aluminum Pallets. Al Pal Corporation has the identical Officers and Directors as Ground Electric Corporation. All three Officers hold the same positions in each company, and all are Trustees of the Atlas Monetary International Trust. The following is an employee count at startup and the twelve month projection for Al Pal Corporation:

    The fourth initiative is the Roosevelt Roads Development Corporation, a comprehensive construction, refurbishment, restoration, maintenance and sales organization which is charged with the responsibility of bringing Roosevelt Roads to the stature of a premiere-class executive community which is both vibrant and luxurious while at the same time being productive as well as reflecting the aesthetic beauty and unique tropical setting of Puerto Rico’s eastern shore. Roosevelt Roads Development Corporation will actively seek the input and partnership of the City of Ceiba and the Commonwealth of Puerto Rico in order to promote and preserve the local architecture, heritage, and needs of the community at large.

    All five job pools wil l be self-created from within the Puerto Rico labor force and brought to Roosevelt Roads for job force training and enhancement, virtually eliminating job pool depletion in the Puerto Rico labor force markets.

    The existing labor force can and will be trained in the majority of tasks required within the time frame allotted by using pre-qualified instructional personnel brought to the island as well as from other parts of Puerto Rico to teach the necessary skills and capabilities to our employed work force.

    Additionally, those instructional individuals will continue to teach classes; increasing the number of qualified individuals available as our labor force requirements grow and our business expands.

    Finally, those instructional individuals will be used to design, develop and implement an internally developed externally taught industry recognized and accepted training curriculum for training non-employed students as an additional profit center for our overall operations and to ensure a ready- made employment pool for our rapid future growth, while having those students pay for that training.

    It is important to note that all five major business sectors will be implemented concurrently and in the same manner as stated above. A sixth initiative, the production of the Spinning Battery which works in conjunction with the production of solar energy by Ground Electric Company; will also be manufactured at Roosevelt Roads, creating yet additional employment in the area.

    The process development, training and implementation of each of these six starkly different industries, services and products will share a common training philosophy which allows for common or generic upper management structure while maintaining the normally accepted method of specific task management at the operational or manufacturing level.

    All six initiatives will be done subject to the approval, agreement and cooperation of the Commonwealth of Puerto Rico and with the City of Ceiba, with our primary focus being the promotion of employment and a higher standard of living to the local economy, which we feel are the heart and soul of our project.

    Irrevocable Trustee Andrew J. Cipollo signed a commitment to bid at the auctions to be held in March 2010 for Parcels I, II and III for the 2,900 acres of Roosevelt Roads Naval Station; and has fulfilled all of the requirements necessary for filing the Invitation To Bid; and has been officially accepted and recognized as a bona fide bidder in the Roosevelt Roads Naval Station Auction which is being conducted by Colliers International on behalf of the United States Navy. The Atlas Monetary International Trust will take full responsibility for the environmental cleanup on Roosevelt Roads, and will employ thousands of jobs over the next twelve years in the process.

    Now that Atlas Monetary International Trust has been accepted as an Official Bidder in the Roosevelt Roads Auction, the Atlas Monetary International Trust will deploy its business interests on Roosevelt Roads into five (5) increments.

    The Board of Trustees has approved the commitment expenditure of One Hundred Million Dollars (US)

    The Roosevelt Roads 200 Acre Landfill will also be used to generate 200 Million Watts of Power which will be generated from the sun, the wind, the motion from the ocean, from the ground, and from the steam turbine created by the landfill furnace.

    The steam turbine will in turn produce 100% purified water which will be stored on Roosevelt Roads to provide to the Commonwealth of Puerto Rico, as well as anyone outside of Puerto Rico needing pure drinking water on an emergency basis.

    The 200 Million Watts of Power will more the service the entire energy needs of Roosevelt Roads, and whatever remains beyond that will be sold to the Puerto Rico Electric Power Authority at the co-generation power rate.

    In keeping with Andrew J. Cipollo’s vision of “Growing, not Mowing”, all available lawn and grass areas will be used to produce organic and hydroponic vegetables and fruit, which the local citizens of Ceiba will be invited to harvest for their own use and for resale for the enrichment and sustenance of the community.

    Another exciting initiative of the Landfill Reuse Project will be the production and stockpiling of asphalt for the use by the citizens of Ceiba and other parts of Puerto Rico. Asphalt is comprised of oil, rock and sand, and when components including tires and Styrofoam are processed; all of the rubber, iron and oil are extractable and will produce the strongest asphalt available.

    The Landfill Area will also process and recycle 100% of the garbage on Roosevelt Roads, and will be converted into renewable packaging, in conjunction with the Atlas Triple Crown Bar Code Program (See the earlier references to this). The Bar Code Program will generate revenue to pay for all of the medical and hospitalization services for Roosevelt Roads.

    The numerous landfill projects will create an additional 450-500 more related jobs on Roosevelt Roads within the first nine months of operation, over and above the statistics stated earlier.

     

    GROUND ELECTRIC COMPANY

    Ground Electric Company, part of the Atlas Monetary International Trust, will establish a new operation in Roosevelt Roads for solar systems manufacturing, with the most current technology, in order to provide power domestically in Puerto Rico and for neighboring countries looking for alternative means for clean, renewable and affordable electricity. Ground Electric Company’s systems will provide a non-polluting source of energy at a profit on a 24/7 basis, which will also help minimize customers’ production costs by offsetting the rising costs of fossil fuel energy. Solar power provides environmentally safe electricity by eliminating polluting fuels. Solar power can also provide electricity for remote medical needs and cleaning up toxic water to improve health conditions within its entire area of operation.

    Ground Electric Company has initiated a program to provide the clean, renewable energy using photovoltaic (solar electric) technology in conjunction with miniature batteries to deliver energy on a 24/7 basis at a cost comparable to fossil fuel power, with high profitability, which is an unprecedented breakthrough. The company will field terrestrial power plants globally, using low cost Gallium Arsenide Solar Cells with concentrators that collect the sunlight using year round tracking arrays. These arrays will also include the latest rechargeable Lithium-Ion polymer batteries, mounted on the back and recharged by the solar array to provide the 24/7 power source. Ground Electric Company will establish manufacturing plants in the Roosevelt Roads Development Zone, ultimately creating several thousand jobs.

    ROOSEVELT ROADS SOLAR POWER PLANT

    Ground Electric Company will use 200 acres of Roosevelt Roads Development which has been set aside to build a Gallium Arsenide Photovoltaic Concentrator Power Plant, producing 700 Mw of electricity 24/7 through the deployment of the Lithium-Ion Batteries. This power will be used at the Roosevelt Roads Development and shared with the Commonwealth of Puerto Rico at large.

     

    DESALINATION PLANT

    With the availability of low cost solar energy, the Atlas Monetary International Trust will establish a bottled water production plant using the most sophisticated processes currently available, in order to produce ultrapure water at low cost. This will help meet the high demand for this product in Puerto Rico. More details on this exciting project will be reported at a time in the not too distant future

    AL PAL CORPORATION

    Al Pal Corporation manufactures aluminum pallets that are leased to companies, thus eliminating wood pallets and allowing continuous pallet recycling, which earn a fee on each cycle providing very high returns on the investment. Al Pal Corporation will establish a manufacturing plant to fabricate aluminum pallets in Roosevelt Roads, creating several thousand jobs (described earlier in greater detail).

    In conjunction with the manufacturing operation described above, the Atlas Monetary International Trust will establish an International Pallet Bank to track the inventory of aluminum pallets world wide, using virtualized Microsoft Windows Server 2008 Hyper-V hypervisor servers linked to global positioning satellites via computers and other telecommunications equipment; in order to assure delivery to freight forwarders and return to acccount for charges and billing against the leases. The International Pallet Bank will store one billion pounds of aluminum ingots and pallets, with the ultimate capacity to maintain 512 Terabytes of data.

    The computer implements the latest Microsoft technology, including Microsoft Office Live Communications Server 2007, Microsoft SQL Server 2008, Windows Server 2008, Microsoft Office 2007, Microsoft Sharepoint, Microsoft Dynamics, Microsoft Forefront for Server Security, Microsoft Exchange 2007, Microsoft Surface, Microsoft Silverlight, Microsoft Round Table and of course Windows Vista which will later be converted into Windows 7 upon its 2009 release. No third-party legacy applications or open source applications which would compromise security or productivity will ever be used. The computer system is “state of the art”, as Atlas Monetary International Trust spares no expense to deploy the most mission critical technology, as directed by the mandates of Howard Hughes, a man who lived and thought a century ahead of his time.

    Al Pal Corporation will also conduct a world wide collection of aluminum scrap to be shipped to the Al Pal Collection Center at a rate of 50,000 lb per 40’ container. The Company will ship those containers to predetermined locations with 450 pallets per container, thus achieving high shipping productivity, thereby cutting Company costs.

    SPINNING BATTERY POWER FOR ELECTRIC VEHICLES

    Atlas Monetary International Trust has announced the introduction of a revolutionary technology which provides power to move vehicles without the use of any fuel or refueling, by use of a continuously running “Spinning Battery” electrical generator commonly heretofore thought to be an “imposible feat”. The technology was developed by Howard Hughes over forty years ago, but was held in reserve by him within his Trust (Atlas Monetary International Trust), because of the potential deleterious effect on the world’s petroleum industry. With the current price of oil rising to unacceptable levels and where demand exceeds supply, the Trustees have decided it is now imperative to introduce this technology to the world. It is compatible with the Hughes Mandate to develop clean, low cost, renewable energy, which is being implemented through Ground Electric Company.

    Howard Hughes conducted the advanced development of the Spinning Battery to the point of building an operating vehicle using a 200 lb. Spinning Battery prototype, providing 100 amps of D.C. electricity at 24 volts, powering drive motors on all four wheels for enhanced stability and control. The vehicle uses a rechargeble battery to prime the power plant at startup, which can now apply the latest technology such as Lithium-Ion Polymer Rechargeable Batteries (with coated non-liquid electrolytes), disconnected during operation. The system can also be primed by foot-power, pumping a small generator inside the vehicle if a battery is not readily available, making the vehicle completely self-sufficient, thereby allowing operation of the vehicle any place in the world without the need to refuel or recharge from outside sources: a truly revolutionary concept!

    Atlas Monetary International Trust will introduce this technology first in Roosevelt Roads, Puerto Rico where the Company will set up its Research and Development Facility, in order to further fine-tune the technology for high volume production; together with the first production plant in Puerto Rico to build electric cars and trucks according to Howard Hughes’ exact and precise specifications. The Company plans to expand this operation by building several other factories on the island left empty by pharmaceutical companies and other businesses that have been overwhelmed by high energy costs; so that many needed jobs will be created, which will make an extraordinary contribution to Puerto Rico’s economic development.

    The company is planning to license this technology to other automotive companies on a global basis, in order to reduce and eventually eliminate the world’s dependence on fossil fuel, similarly consistent with Howard Hughes’ mandate.

    SHIP YARD AND SHIP BUILDING

    Atlas Monetary International Trust has intentions to joint venture with the Commonwealth of Puerto Rico and the City of Ceiba in order to establish a major shipbuilding operation in the existing Roosevelt Roads facilities. The Trust will upgrade the facilities as necessary to build large cruise ships and commercial vessels of various sizes to fill some of the worldwide need.

    The preliminary estimate indicates that this business will create 5,000 new jobs and bring in new companies to support the project, creating a large tax base for the island’s requirements, in the way Howard Hughes envisioned it and how Andy Cipollo is carrying it out.
